Return congestion levy to councils

Streets Alive Yarra has written to Tim Pallas, Treasurer of Victoria, asking for the revenue from the state government congestion levy be returned to the local government councils from whence it came, for investment in measures to mitigate congestion, such as infrastructure for walking and cycling.

Returning the revenue would help address the vertical fiscal imbalance experienced by councils, which are responsible for maintaining all footpaths and most streets and roads, but are desperately short of revenue, and do not receive many benefits of the investment, such as reductions in health costs owing to improvements in population health.

Update 12th May 2021, the Treasurer wrote back, stating that he does not support a change to the congestion levy boundaries or distribution of revenues at this time.
