
Streets Alive Yarra suggests that Council strengthen and better enforce Local Laws which relate to footpath obstructions, to ensure people who need to use footpaths (including those with disabilities) are able to safely get around, including:
- trimming vegetation back to the property line
- parking of vehicles, trailers, boats, caravans
- placement of waste receptacles
Relevant sections are 9, 22, 34, and 51.
Section 9
Sections 9.1 and 9.2 should be better enforced.

Section 34
Section 34.1 could be revised to consider the safety of people using a footway, e.g. by adding “(iv) obstruction of any footway.“

Section 22
Section 22 should be retained.

Section 51
Section 51 should be revised to reduce footpath obstructions, e.g.:
- reducing the time that receptacles are out for collection, e.g. not earlier than 7 pm on the night prior to the scheduled waste collection, and returned to private land not more than 12 hours after collection
- requiring receptacles to be placed on the nature-strip or against the kerb, but not on the footpath
